Is there any functionality in Salesforce that could be activated to prevent a user from downloading data, or a way to track if, when and what someone actually did download?

@Teri Curtin - There is an add on from Salesforce you can get for this. I believe it is called Salesforce Shield Event Monitoring. It will show you who downloaded which Reports.
