Usually when I click a bar on a chart that is on a report the report below the chart will just show the records that contribute to that bar. I have one user on my report that when I hover over the bar it says there are 9 records but if I click it, it opens up a new tab and shows a blank Salesforce page with no records.
all of the other users on this report operate as expected when I click a bar on the chart.
