Is it possible to restrict users from creating a new quote from opportunity object if a required field value is blank ?

there’s a button on the Opp’ty called “New Quote” if the user clicks the button and the Account.Segment__c field is blank, it should throw an error and not call the URL that’s in the button

Is this possible?
