Can dynamic content be displayed on Landing page titles. I have tried this by adding the dynamic content on the Title of the landing page editor and also inbetween the <title> tags in the layout template, but it does not seem to be working.

In my opinion, dynamic contents are supposed to work within the HTML body tag and not on title of landing page. Title is a text box, which would appear within the %%title%% tag present on the page's layout template. So, even is you add the merge tag for a DC in title, it would show the text like {{{dynamic_content_XXX}}} on the page title.
