ACTUALLY, am not getting the formula properly first i get this researched and tried to write it completely , and it is working but dont know how

when we have put the "Not " function in "and " function logical 1 then why there we dont find need to put "Not " function in second logical

    hi navneet , you have not read my question properly i asked that if someone can explain the logic behind this formula like why we found the need of "Not " function when we have put "and " function and " isblank" function but for some reason if we put that there then in the second logical why we didnt have put the "not " function in the second logical
