Fields in flow and process builder formulas are not in the same format, you cannot just copy/paste them.
Flows use variable. If your flow is a record triggered flow on Accounts, your formula woudl look like:
IF((VALUE({!$Record.Property_Zip__c}) >= 90620 && VALUE({!$Record.Property_Zip__c}) <= 90630), "HQ - Orange County",null)The best way is to click in the Insert a Resource field to get the right variable
