Adding a drop down list in Forms.

I am doing training for a company that sells software to jails and most of them are in counties. In creating a new form they want a drop down list for counties by state. How do I load the list and where is it stored?

    @Bradley Olson, Yeah the process will be very similar, as a county is a subset of state.
