Is it possible to upload a fillable pdf either as a file or attachment and edit in the browser inside Salesforce?

Our current process is tedious, we have to upload a fillable pdf form, fill initial details, save as attachment or file in Salesforce, then reviewer needs to download, edit, enter notes and re-upload the document again to Salesforce. Salesforce displays the document in browser but as flat image unable to type or save.
