I have many donors that give monthly. I would like to create a notification to email me, or create a report to show when a donor that had previously given at least 2 months in a row doesn't give in the next month.

We have something similar that adds 1 to a counter if a monthly donation fails, and then various automated workflows trigger of that number (reattempts, emails, SMS, cancellations etc). We use Payments2Us on top of NPSP so it's not the standard Recurring Donation object, but you may be able do something around the concept.
