Can I subscribe a report based on the group count?
For example only send if the group count is more than 20, instead of total count?

Is there a way you can get the report to count the number of records you want to target?
For example if this is based on Status you could use a Report Formula to count this and then hopefully you could use that for your condition.
Just so I understand a bit more do you want this to trigger when one of the Subtotals is >20 for example.
