I am a new-ish Pardot user. May I confirm if there is only one way to send an operational email - and that is via a 'list email'?
I would like to send a reminder email to anyone who hasn't opened the email, however, i would normally design that as part of an engagement program.
I am trying to send different service change messages to different customers based, and wanted to follow up with a reminder as the changes will most likely be jarring to customers - and I would like to reduce the shock. It a sudden change due to customers.

Yes, that is correct. Today it is only possible to send Operational emails as list emails.
