I created a site for chatter free users.
The users can login and see everything on the site, but for an unknown reason, they cannot see the user profile menu:

Other users can see the profile menu without issues.

I was able to fix it by going into the "header" settings, and changing from "Customizable User Profile Menu" to "User Profile Menu". Any guess on this?
