Our marketing team is looking to generate beautiful letterheads that display quote and quote line items.
We are planning on looking into Pardot to generate these customer-facing beautiful HTML emails.
I am looking to understand if Pardot can sync Quotes and quote lines and if they can generate that data into an HTML company branded email.

I don't think Pardot is the right tool for this. While Pardot has custom objects available, the functionality is limited...the data can't be used for merge fields, nor does it work for a one-to-many situation like quotes and quote lines. You'll need a quoting and billing system rather than a marketing automation system, like Conga, Salesforce CPQ, and/or Docusign.
