Section 1Check out this permission in your profile:
- “Read,” “Create,” “Edit,” and “Delete” on the objects
- “API Enabled” - This will also provide you permission for 'Salesforce for Outlook' and 'Salesforce for Android/IOS'
- “Bulk API Hard Delete” (only if you configure Data Loader to use Bulk API to hard-delete records)

Section 2
Even after having the permission mentioned in Section 1 if you are still not able to do the import/Export, then you are using some connected apps in your Salesforce for import/Export. Apps like Dataloader Partner or Dataloader Bulk.
Check out the permission of these apps in 'Connected App' in your profile or you can look for this by Salesforce Setup. Search for 'Connect apps' in Salesforce classic and 'Managed Connected apps' in Salesforce lightning.
