Pardot Segmentation Lists: "Run Rule" and "Preview" return different and inconsistent results

Question

When I create Pardot Segmentation lists, "Run Rule" and "Preview" often return vastly different results... preview often returning many, and Run Rule sometimes returning 0. This makes it very difficult to test the connections with our Salesforce custom fields and I'm not sure which number I should rely upon. Anyone have any insight as to the reliable way to test segmentation lists?
