I have created a WFR with email alert for task notification. when a task is assigned to a user or queue it has to send a email alert. But for some reason, some users or queue members dont receive it. please help.

check if the Deliverabiltiy is set to "All Emails" in your org.
Go to Setup => Email Administration => Deliverability
