How do I create a new task assigned to a custom object when another task status equals completed?

We have a custom object that uses process builder to create many of the tasks as the fields on the custom object are updated. However there are a few tasks that can only be created when another task is complete. If I create the task as a workflow rule, I can’t assign it to the custom object or assign it to the custom object record creator. If I create in process builder for the custom object, it doesn’t look like I can set criteria based on the status of a task.
