I created a "Lead Created" Workflow Rule to push Lead data to Zapier via an Outbound Message when a Lead is created.  

 

The only action associated with this Workflow Rule is an immediate Outbound Message.  There are no time dependent actions based on this workflow (see screenshot below).

 

Yet, when I go to convert a Lead, I get "Error: Unable to convert lead that is in use by workflow."

So I looked in Setup / Monitor / Time Based Workflow and see that "Lead Created" workflow rule is the only workflow showing up in the Timebaed Workflow queue and thus is the culprit.

 

Why is a Workflow Rule with no time based actions showing up in my Time-Based Workflow queue?

    Hello Thomas,

     

    I can see you have a "Time Trigger" added to the WFR( 1 hour after rule trigger date).

     

    Can you remove the time trigger and execute your tests again.

     

    With a time trigger in place, the record always gets added to the time based workflow queue, but since you do not have any actions nothing will happen during that scheduled time.
