are publication lists opt-in or opt out?

I am trying to figure out if publication lists are used to allow subscribers to opt in to emails or only to opt out (or both).  I found a question that another user asked previously that exactly matches what I am looking for, but there aren't any answers there.  Can somebody please help me with this?

    Hi Susan,

     

    A Publication List is used to manage subscriber-level opt-ins and -outs for data extension sends. This essentially acts like a list when doing a send to a data extension, keeping unsubscribes at the Publication List/Data Extension level. You can also import to a Publication List to add unsubscribes only.
