I noticed recently that some of our users have in their login history a record of browser = Jakarta HTTP Commons. Why is that? I wanted to check if this is something native from Salesforce or not?

Is the Login Type "Remote Access"? What does the "Application" column say?
These could be Data Loader or some other sort of API logins.
