
I would like to create a new case status for:
- wanting to add a new Case Status value for "Case Reopened", to signify when one is reopened via email .

Setup >> Object Manager >> Case >> Status >> New >> Add Picklist Value Here..
If you want change status Automatically you can do ith workflow RulesProcess Builder,
Entry Criteria:
Case status equals Closed
Case:Email message :Incoming Mail equals True
Field Update:
Case Status >> choose value Case Reopened
