I am trying to create a new Quote template however I receive the following error message:
Operation with Inactive User
An operation was performed with inactive user 00520000001iMUO as owner of quoteTemplateRichTextData.
The inactive user is the repvious administrator but I dont know how to transfer this access. Would this be a permission set of some kind?

Where are you getting this error? You can verify that if record is assign to inactive owner then reassign to some active user.
