What creates article view records?

Question

I'm trying to build a YOY field that tracks Article Views, in my research I found the Article View record. However, when testing this by viewing an Article an record was not created. Does anyone know what initially creates these records? In identifying this, I hope to create a Report or potential formula field to track YOY Article Views instead of utilizing the standard Created Date or Publish Date in a Report then exporting and using formulas in excel.
