I know it is possible in classic but I'm struggling in lightning without url passing. Can you have a report on a lightning record page be specific to only that contact, I'm trying to have a report that shows the html email status . I'd like to have a report on the contact page that shows only the emails that have been sent to that person and the number of times open.

It *should* be. My company's internal site has contact-specific reports with URL's formatted like this:
/one/one.app?source=aloha#/sObject/[report ID]/view?fv0=[contact ID]
