Make sure you have configured your Permission Sets and Profiles according to the Work.com Implementation Guide, and then added your users to the appropriate PermSet.  https://help.salesforce.com/help/pdfs/en/workcom_implementation_guide.pdf

Remember that Goals had an update last week as a result of Summer 15 so your Permission sets might be out of date.
