Just wanted to clarify on private/public folders for reports/dashboards. I would like everyone to have read only access on a dashboard and only managers can edit. I have saved all the reports that i do not want people to edit in one folder. Can i make this folder read only? And if i make the folder read only, will this also make the reports read only?

Yes.when you make the folder Read only then your reports will also become read only.
