When setting Conditions in Criteria I can't find Contact mailing address fields therefore I'm not sure how to set conditions and update the actions. Any idea of how to update records on the process builder?

Mailing address is for Contacts only, that's why you can only see it in the actions. If I remember well, it was the Shipping address on the Account that needed to change for the process to trigger, but I can't remember for sure.
The other tip about using the "OR" still stands though
