Is it possible to have a notification email automatically go to the "Task Creater" when the "Quoter" marks the Task Completed?

Yes, you need to make a workflow for tasks. Your criteria will be Status is Completed and the subject will be whatever you are entering in right now when you create a task. Then on the email update, you will use creator and the person to notify.
