How can I make Add Members- Import File option available for a user? It was there, but it is missing now.

Tarun, that means something must have changed on the user's profile. Can you make sure the profile has the following permissions? Marketing User selected in your user information
AND
“Edit” on campaigns
AND
“Import Leads”
Marketing User selected in your user information
AND
“Create” on accounts
AND
“Read” on contacts
AND
“Edit” on accounts and campaigns
AND
“Import Personal Contacts”
Please note that every single one of them should be checked for the user to see that button. Reference link:
