Using: Volunteers for Salesforce

Issue:

I am trying to build a "home page" for my organization's volunteers. I have successfully integrated the Personal Site Contact Lookup to my website so that they can look up their own hours, jobs, etc, but every time I try to test the lookup and view the info site, the personal site contact info page redirects to the lookup. Why is this happening and how do I fix it?

Solutions I've tried already:

URL: My url is definitely correct. It contains my salesforce site domain, path, and the correct page. This includes the URL in the automated email that is sent.

Edit Permissions & Page Access: All GW_Volunteer.PersonalSite pages are accessible. All required object settings/permissions are enabled. External users have the permissions necessary to access their volunteer information.

Re-read the Set Up and Configure Volunteers for Salesforce guide (https://s3-us-west-2.amazonaws.com/sfdo-docs/v4s_setup_guide.pdf): I've read it and re-read it four times now, following every step of set-up each time. I'm sure I haven't missed anything, but who knows...

Looking at other solutions posted: On this website, I've seen one other person with this exact problem (https://success.salesforce.com/answers?id=9063A000000t14HQAQ), but no solution found. I've also seen a question asked about why the contact lookup and info pages redirect to maintenance pages (https://success.salesforce.com/answers?id=9063A000000Day8QAC), but neither of those was helpful to me

Any attempt to preview the info page redirects me to the lookup. I'm not sure what else to try. Please send help.
