Push to SAP as soon as record updated in Salesforce

I am new to Salesforce. I have a small requiremnt.

 

As and when new record is created or updated in Salesforce, it should generate an XML of the modified record and push to SAP ECC.

 

I also want to consume an external REST API in Salesforce. Either Salesforce should pass that XML to this API or directly how to send to SAP?
