ok, this was a false alarm I guess. The first escalation rule I made looked like the pic above. So I deleted it and created a second one and the Reassign to field was not a required field. So... I Might have assigned an email template to the Notification email field that matched up with the reassign case field and then once I did that it became required and wouldn’t go back to not required. I don’t know. either way, this turned out to be a non-problem.
