Hi Michelle,
The auto-population of the primary campaign source based on the most recent campaign seems like the standard behavior when you click on New Opportunity within the Contact. I think what needs to be done here is to find a way to change the auto-population which can only be done via a custom button when you're using the classic ui(if possible), or use an automation to populate the primary campaign field based on the first campaign, which may need a custom code/trigger.
