I'm loading data from an old system. I want the Opportunity ownerId to correctly reflect the owner from the old system. I can load the users but can't set them all active as I don't have the licenses. I'd like to load them as inactive (which they are) but then I can't use them for ownerId.

I've tried using a Chatter Free license but can't use them as ownerId either.

Thoughts?

Thanks, Greg.

There's no easy answer to this I'm afraid.  The way I've done this in the past is by breaking the import down into batches and going down the route of making users inactive temporarily that don't log in frequently or users that don't have records assigned to them in Salesforce.  There's a useful article here about the impact of making user records inactive which is worth a read especially if your org uses manual sharing/account & opportunity teams in which case deactivating users temporarily isn't recommended: https://help.salesforce.com/apex/HTViewHelpDoc?id=deactivating_users.htm

I've also heard that you can speak to Salesforce about getting them to raise your licence limit temporarily to cover a data migration period but have no personal experience of this.
