Sorry. The aboce statement could have been misleading. Some of the functionality is rolling out in the Winter 17 release, which your sandbox's might be on if you make a new one.
Since this (and other feature releases) are not stand alone products, they generally do an announcement, let people test, make some product changes, etc. This type of enhancement needs to be tested before integrated.
