It seems that the Activity Attachment Notifier app is a good starting point, however, it only adds a check mark to Tasks & Events.
Can the app add a check mark to the Opp & Account pages? That's where my attachments are located.

That app is a managed package meaning the only group that could modify its behavior is the original developers. You might want to reach out to them for assistance.
