NPSP import works similar to Enterprise import. I would suggest to open your CSV file in Excel and make sure citiy has its own colum. If it does, than you do not need additional comma. If you want to test your import before importing in to production environment, create a developer org from NPSP production box under Setup > Deploy. After it is created, you can try importing there first to make sure your import is doing fine and later move to production org.    In case if you dont have access to deploying the developer box from your org, another option would be to install NPSP on free DE org you can get from Salesforce Developers ( https://developer.salesforce.com/signup?d=70130000000lcfw" target="_blank ). And to install NPSP go to  Salesforce.org  ( https://powerofus.force.com/articles/Resource/Install-Nonprofit-Starter-Pack-3" target="_blank ). Make sure it has all the value and fields for the objects you are trying to import and test there.    Hope that helps.
