No sense? Not even a little? :) I thought you posted a screen shot of the Report Subscription in classic that lets you only send the report email on days where certain criteria are met (in your screen shot Record count = _____), that's why I thought it was off that you referenced the report send in Lightning that just schedules the report regardless of the data in the underlying report. Or were you just saying schedule it without the alert (when someone hadn't filled out a time card VS report always runs and shows a blank if everyone filled it out).
