Currently I have a User who is unable to change Opportunity Owner in Opportunities. Is there a way I can allow the User to change the Opportunity Owner, without selecting "Modify All" checkbox in the Opportunities section of the User Profile, because I don't want user to have the ability to delete an opportunity record. I know if I select the "Modify All" checkbox, user is able to change an opportunity user.

That's going to be tough without Modify All because depending on the sharing rules in place you are basically giving permission for someone to take Opportunities away from someone else.
You could implement Modify All in conjunction with this fix to prevent deletion of Opportunity records:
