I am using Campaign with Campaign Members to display certain campaigns performance. I would like to show the campaign responded rate. We can group the table by Campaign Name and Responded (T or F), and it will give us the number of responded members and non-responded members. But can I create a formula or column to show the ratio?

In your Summary Report, summarize by the 'Responded' field, then you can use the PARENTGROUPVAL() function to show the portion of Responded vs Non-Responded. https://help.salesforce.com/apex/HTViewHelpDoc?id=reports_summary_functions_about.htm
