in our company, i want sales reps to be able to request for transferring leads / accounts to themselves. The flow should be such that, users click on transfer record and state the reason they want it to be transferred. managers should then either approve or disapprove the transfer of records. Is this possible in SF?

Answering Adams question, yes we want to transfer the record only if the manager approves it. Our company has the unlimited edition for salesforce.
