How Can I use the Phone Number or Zip code of the Customer to determine the current time in that area/region and then to indicate to our call center Representatives that it is okay to call the customer at this time.

Hi Minhaj,
It is not possible out of the box. You can try to build a custom solution depending on some external API(like google TImezone API (https://developers.google.com/maps/documentation/timezone/intro)). Or you can go for some appexchange products (https://appexchange.salesforce.com/appxSearchKeywordResults?keywords=local%20timezone&searchType=simpleSearch).
