Tried the same process in different browser (IE, Firefox) and neither worked. Also tried using a different PC under another employee's name. (Did the usual reboot, turn on/off from the get-go on my own PC.)
This function can be found under Setup / Communication Templates / Email Templates. Once the template of choice is opened, there is a button at top that says "Send Test and Verify Merge Fields." A popup opens with user's email populated to send "email preview." Once box is checked, it is sent and received in Outlook within 1 minute.
ANY assistance to fix this problem will be greatly appreciated.

Wish I could have been more help. Probably should have guessed you checked those things, but on the community a lot of the time you have to assume little/no knowledge, as there are a lot of newbies on here. Wish you the best, and hopefully SFDC can help!
