Currently by default all sections are expanded. I would like to have certain sections minimized by default. Is there a way to do this? Ideally I would like to hide the sections and only have them show when a certain value is selected in a field. But I know that this is not currently something you can do in Salesforce. So, simply minimizing them would be the next choice.

If you had Enterprise Edition or above, you could use Record Types which will have a different page layout and using a Workflow, change the layout upon your criteria.
Other than that, I think you may be looking at VisualForce.
