Trying to create ContentVersion in Flow getting incorrect value for VersionData, but it's not a file it's a Note?

I am writing an update as I was able to figure out a way to create a Content Version with a publicly available URL to access the file, and cannot find any other blogs with information on how to do this via Flow.  

Requirements for this method 

-Publicly accessible URL 

Required fields for Content Version 

-Title 

-First Published Location (related record) 

-Content URL (Public accessible URL)
