Even I already enable it. for the Partner Community User still can't see the small Arrow to Collaps the standard page section. And can't find any additional setup in Profile. Any suggestion?

Have You enabled it at the org level and the section is still not collapsible, the only option is to replae the page with a VF page and have the visial force handle this. No easy way to do this via config. Or you do for some profile or user.
