This is the first time I've been asked to create different page layouts based on record ownership.

 

Account record sharing has been set up.

 

Account Record Type = Standard

 

Page Layouts = 4 (1 for each department)

 

Requirement for Sales:

 

Sales needs two different page layouts

 

If I own the Account show all 8 sections. (PLO #1)

 

If I don't own the Account show only 4 of the sections. (PLO #2)

 

I think that only a Trigger could do this, am I correct?

    No way to do this without code!  Even with code, it will be a hassle.  You won't be able to easily edit the code whenever your layout changes!

     

    As a developer I personally recommend telling your Sales managers that this is not worth doing.  As Bill said, you can make the Account invisible to people who don't own the record, or un-editable to these people using OWD:
