In professional edition how do i create an html email

I have tried quite a few times to create html emails, at one point i thought i figured it out but when i tried again it was just code, (at least thats what i think it was it was awhile ago and i quit trying). I know for sure that the email does not seem to come through as html. Can somebody step me through this?

I am the admin.. and btw.. lol.. my name isnt Tim we have a few people that use Tim's account which is the only admin account.. but i am pretty much the SF person here others just help.
I have tried creating the HTML both on my own and someplace else.
So first off, you are telling me that if I create the HTML template I can allow others to access it, but it has to be general because they cannot clone or create one themselves?
Do you have a good link on html email creation.. i have read some but they seem quite cryptic..
Wondering also if you have a good link describing how to upload documents such as letterheads that are jpgs .. if that is possible since it seems i cannot put a jpg in the body of an email
