adding a blank space to a page layout

I am trying to edit a custom object page layout.  I've read that there are two page layout editors, but I am not seeing them.

 

I used to see a pallete on the top of the page with alot of fields to add to the page.  now I don't see that pallete.  Instead there is a pallete on the bottom right of the page.  The fields are all listed, but there is no "blank space" field.

    I would check your User Interface Settings, it sounds like you don't have 'Enable Enhanced Page Layout Editor'  enabled

     

    • Customizing User Interface Settings  

      To change your organization's user interface settings: Click Your Name | Setup | Customize | User Interface. Select or deselect each checkbox to modify the user interface settings for your organization. Click Save.
