Is there any way to allow local super users the rights to update/maintain the 'Manager' field on all their local User Account records to support their automated approval processes
The Manager field is on the User record, so any SFDC User with Manage Users permissions can edit that field. Of course, they can also do a ton of other powerful things (like de-activate Users).
